The EAA in France and RGAA 4.1
France has transposed the European Accessibility Act into national law. Here is how it intersects with France's established RGAA framework and what it means for your digital services.
The RGAA Framework
France has its own accessibility framework, the <a href="https://accessibilite.numerique.gouv.fr/" target="_blank" rel="noreferrer">RGAA (Référentiel Général d'Amélioration de l'Accessibilité)</a>. While heavily based on WCAG, the RGAA includes specific testing methodologies. Complying with EN 301 549 generally covers RGAA requirements, but French authorities expect RGAA-formatted statements.
Transposition into French Law
France transposed the EAA via <a href="https://www.legifrance.gouv.fr/jorf/id/JORFTEXT000047281777" target="_blank" rel="noreferrer">Law No. 2023-171 of March 9, 2023</a>. The requirements align with the EU deadline of June 28, 2025, expanding accessibility mandates to the private sector.
Who is in scope?
Companies generating over €250 million in turnover in France were already subject to accessibility laws. The new transposition expands this to all economic operators (excluding micro-enterprises providing services) targeting French consumers.
Enforcement and Arcom
The regulatory authority Arcom plays a role in overseeing compliance, alongside the DGCCRF for consumer protection. Penalties for non-compliance can reach €50,000.
